You can use the /relationships link to allow your supporters to tell you the legislators with whom they have a personal relationship. At the state level, this will usually result in the supporter being able to make contact with officials outside of their district, (assuming that the official does not block out-of-constituency messages on their end).

When a supporter clicks on the relationship link, they will first come to a blank user profile where they will have to enter their information to confirm their identity. Once they do, they will see a form like this:
Existing Relationships
This area displays any key contact relationships that have already been established for the supporter. They can be edited or deleted via the icons to the right of each entry.
New Relationship
This area allows your supporter to enter the following information and thus establish a new key contact relationship.
Jurisdiction
This multiple choice field allows the user to narrow down the level of government for the official: federal or a particular state.
Official Name
This predictive text field allows the user to choose the name of the legislator with whom they have a relationship.
Relationship
This multiple choice field allows the user to pick from a list of relationship types that you establish. The only default option is “other,” but you can add more options on the admin site via People > Contacts and then clicking the "Relationships" tab.
Notes
This is a short text field that allows the user to add any information they feel is pertinent.
